If you're on a budget, your best option is crank the torsion bars to level it out (dont forget to get an alignment), and then install a 3" body lift (performance accessories is the best kit out there), plus some gap guards to fill in the gaps.

It sounds like any suspension lift is out of your budget, most of them cost at least $1000 plus installation.

Just a 3" body will do for less $. If you crank the torsion bars all the way, your ball joints will go out, so crank them some if you want to level the truck out more, but i wouldnt go all the way.
