The factory manual outlines the ride height adjustment procedures for torsion bar equipped vehicles as follows. This is not verbatim.

Park the vehicle on a level pad.
Make sure the tire pressures are even on left and right sides.
The book doesn't state that, but I felt it was worth mention. It only makes sense.
Place a straight edge or pull a string from the bottom of one steering knuckle to the same location on the other. The steering knuckle, not the bottom of the ball joint.
Measure from that line up to the center of the lower control arm bolt.
The book gives two sets of measurements. One for existing components and one for newly installed components.
The measurement for existing components is: 3.89"-5.11"
The measurement for new components is: 5.0"-5.23"
Measure each side and adjust accordingly.
Bounce the front end several times after each adjustment.
The adjusting bolts are coated with dry Loctite. If you need to back off or remove the adjusting bolts, the factory says to replace them.
This is the correct method for adjusting the torsion bars. I hope this clears a little of the fog.

Question

Ok, let me see if I get this.
You turn the bolts clockwise to raise front end? Or counter clockwise? I haven't even tried yet, just wondering. Thanks.

Lefty loosey, righty tighty.

Going up is clockwise -- tighten the bolts, going down is counter-clockwise -- loosen the bolts
