Abs engages-No codes

My 02 screw abs engages at all times as i am going down to a complete stop and i replaced the rear sensor which did nothing so i am assuming it is one of the front sensors but how do you tell which one to replace as my scanner says it has no codes stored and the light never comes on.
Thanks for any replies.

Its could be your wheel bearings. Here's what mine did:

Right before I would come to a complete stop, probably 1 or 2 MPH, one side of the brakes would just "let go" and then grab back and bump bump bump to a stop, just like when the ABS engages regularly, except that the truck would pull hard to one side until the brakes "grabbed" again. Whichever side its pulling to, its the opposite side thats bad. I swapped out the hub/bearing assembly and it stopped.

Figured it out, it was the drivers side bearing and i just guessed and got lucky because the truck would not pull to any one side when it engaged.
Thanks
