Should the blower whine/make a wizzing sound buy just spinning the pulley by hand?

 

Everything is smooth as silk but when It just makes this whizz sound. Rotates nice and air does pump out when I get spinning on it. I shouldn't have really said whine but more like whiz, whiz whiz sound as I get spinning on it. Like a distinctive gear sound I guess.

Anyone know what size Mass Air Meter is on stock 99Expedition 5.4L?
