By-pass Valve / Blow off Valve routing?
I don't understand, so you blow off air after it has been metered by the MAF, Won't that produce a rich condition? The computer expects so much air and injects the corresponding amount of fuel but actually for less air and the O2 sensors read rich and cut back fuel so when you floor it you can potentially have a lean condition?
For blow thru why not convert to speed density and do away with the MAF all together?

Interesting idea to use a wastegate to 'cap' and 'blow off' excess boost when using a smaller pulley to get more boost at lower rpm and more overall boost.
When using this- How stable is the boost at WOT when the wastegate is releasing boost? So if the WG is set at 9lbs and opens does it bleed off too much and drop boost to 7lbs and then back up to 9lbs and so on- creating a fluctuating boost at WOT

No problems, boost is a flat 9 psi. I use a #7 spring to maintain 9 psi and don't have wg controller. Bear in mind, the Novi can make 25 psi, and you need to have the surplus boost to waste. My guess is that it makes roughly 15-16 psi as the current s/c pulley is about 15% smaller than the one I had at 12 psi.
