Speedometer gear in the rear end

I'm trying to determine exactly why my speedometer is jumping around. I am sure that it is the gauge cluster but I want to be sure. My question is that when I pull the rear ebd cover will I be able to easily see the speedometer gear or will I have to drop the whole axle? Thanks for the help

On a 95, the speedo/odo is electronic. There's a sensor (VSS) in the rear that reads the exciter ring on the diff carrier. There's no gear per se in the rear and there's nothing at all in the tranny.

I have changed the sensor in the rear end and my speedo is still crazzy so is my problem in my cluster?
