Still chasing fuel problem

Well I thought I had my problem fixed. I drove the truck about 100 miles and when I got home she would not start the next morning. I found I am only getting 8 volts out of the fuel relay. IF I ground the fuel system on the EEC check port I have twelve volts at all pumps. Not sure if that's a problem? But I noticed that both of my intake pumps went bad at same time. Pulled the bed (got sick of crawling on the ground) disconnected the pump wires and applied 12 volts directly to pumps and nothing. Does anyone have any ideas on the voltage problem and or the pumps both going bad at the same time. I have traced all wires and have no shorts directly to ground
