So what is the condition of the wiring to the EEC and fuel pump relays?

I'm assuming when you say L6 you mean the 300 inline?

the wiring is dusting but intact, nothing is exposed or touching where it shouldn't be, and the same for the relay. I cleaned out the relays that were clicking with an electrical cleaner and saw no improvement. I keep coming back to the Idea that my ECM might bad but I have very little knowledge of the ECM systems and cannot find anything on how to test if they are bad. is there a way?

yes I do mean the 300

Well I don't have my wiring diagrams with me on a TDY right now, but in the haynes manual has the diagram. You would want to check for power from the fuseable link off your fender solenoid to the eec relay, the 12v that is triggers the eec relay from the ignition switch, 12v out of the relay to power the eec itself. Then right next door the fuel pump relay also is powered from the fuse link bundle and is triggered by the eec.

It has gotta be a loose socket or intermittent connection that worked while you forked around with it.

Head over to napa and get these pigtails and relays. Swap both the FP and EEC and you should be good to go.
