1990 f150 Low kms

Hey guys i have a chance to by a f150 but don't know if i should make the purchase as of yet but i need your know how.

Hes asking 800$ for it and has 88 thousand km on the dial, truck runs smooth and just needs a new starter , if it takes long trips it will take 20 mins for it to fire back up. Anyways my question is that there is a vac line coming off the drivers side valve cover going to the air box , i noticed some oil that was soaked just below it and when i disconnect that vac line it smokes. Anything i should check , pvc perhaps.

Can someone tell me whats going on here. The truck has a 302 under the hood and the engine is clean.

6 digit odo, not including the tenth of a km? Could be the tfi on the distributor going bad if it won't start when hot. parts store will test it, but it needs to be removed from the truck. The oil blowing out of the breather on the valve cover could be blow by around the piston, which could be the motor needs work. Leak down and compression test needed.
