IDK what voltage the motor is supposed to run at, so I wouldn't try to directly power it. The clutch (which could be what you called the actuator) is definitely 12V - it's what runs off the flaming SCDS that's the subject of so many recalls. And because the clutch is normally free, I doubt you could have damaged anything by spinning the motor. But if you think you did, just snag another servo from the JY (any servo that looks like yours will work) and transfer your module & cable onto it.

I'll head down to the JY this weekend. What's funny is I can hear the servo run now when I try actuating the cruise. Strange...

It's fixed! Went to the JY and got a servo/amplifier assy off of a Lincoln that was in great shape except for being in the JY. Only cost $15. Put it on and all's good! Thanks to all for the assist.

OBTW, the motor is supposed to spin freely...
