I am looking for procedure info to replace smog pump. Pulley will not turn and whines when started. I have looked in manuals and online.

You can try spraying some penetrating oil into it before pulling it, that may help breka it loose. I just pulled mine and it's pretty straight forward. Had to move then bel tension to get the belt off (16 mm with a breaker bar for ease), then the bottom bolt attaching the smog pump is right at the front of the oil pan (1/2 inch). For the top bolt, the pulley was in the way so I pulled the pulley off (10mm boltsx3), if your pulley doesn't come off, they you can hit it with a hammer a little bit, just hit it, then turn it a little, then hit it again, etc. You most likely won't have to replace the pump, just clean it and oil it. Once it's out, you'll see 4 bolts holding it together on the back of the pump, take those out and it will seperate, then just clean and oil the bearings.
