Could you still hear the motor spinning? If so, the motor is bad. If not, then it's the regulator. The motor can be repaired easily & cheaply; the regulator would have to be replaced. Follow the links in this caption:

As an automotive Glazier here's the skinny. The regulator is almost completely bulletproof, If you hear the motor spinning, and you can "help" the window up while pushing the switch it is the lift motor. An extremely common problem for all Fords of this time period. If you hit the switch and hear nothing, connect a DVOM to the battery, and then turn the key on and watch the DVOM for a voltage drop when you hit the switch. If there is none, check the switch electrical circuit. If there is a drop and the motor doesn't spin, it's the motor.

It is super-common for these lift motors to strip the gears from the output shafts after many years use. When that happens they "skip" and spin inside the stripped gear which moves the regulator.

I have done dozens of these motors in the field. You are describing a textbook stripped out motor gear!

The gears don't actually strip - the bushings inside degrade and come out as greasy powder.
