Question Spiral thing behind steering wheel

What is the part number/name for that thing behind the steering wheel that allows the cruise control and horn to work? It has roughly 3-5 feet of white printed curcuitry to allow the steering wheel to turn 3-1/2 turns without ripping the wires. The reason I need to know this is because the horn and cruise stopped working awhile ago and I decided to troubleshoot it this weekend. I checked for continuity before this "thing" and it checked out perfect, even all the switches. I checked for continuity before/after the "spiral" and no-go. Thanks for any help guys.
