Try turning the key off.
If the key was off your PCM Power relay or Ignition switch is bad.

the key was off and the key was out of the ignition where is the pcm power relay located i would think that would be the easiest and cheapest thing to try first

couldnt find pcm relay but found eec power relay thought id replace it but the only place i could find the relay is at the dealer but its a $30 relay could it be the eec power relay?

The eec power relay and the pcm power relay is the same thing (item).
They changed names when the computer started controlling the transmission also.
I would think a 1991 would have the pcm and not the eec.

I do not have a 1991 manual but I see the 1990 manual calls it the eec power relay and the 1993 was the first year they called it the PCM Power relay.

Ditch the cheezy factory style relays and buy two simple rugged 30amp bosch relays.

Pins are labled on the relays

EEC PWR
30 - Y (always 12V)
87 - Bu, DB, R (out to EEC)
85 - Wh/LB, R/LG (12V in from ig.sw.)
86 - Bk/LG, Bk (ground)

FP
30 - Y (always 12V)
87 - Pk/Bk, Br, DG/Y (out to inertia sw.)
85 - R (12V in from EEC PWR relay)
86 - T/LG, LB/Or (ground from EEC)
