1986 f150 4x4 w/302 EFI having problems w/ fuel

I hope that someone may have some advice on my problem. I have a 1986 f-150 4x4 w/ 302EFI with fuel problem. I thought that the fuel problem was the pump in the tank, turns out that the wiring harness on the tank was bad and so I replaced it and put tank back on. Thinking this was the problem. Sadly it was not. when the key is turned on there is nothing, The pumps do not come on. so i bypassed the pump in the tank,electrically, pump works so i cross over the relay and second pump works. almost will start. When I release pressure w/ the valve on fuel rail some gas comes out but not much. So my question is, is there a way to test the pressure regulator without any expensive tools. And is there anything else in the fuel system that i may be over looking? Any Advice would be helpful

First, get a fuel pressure gauge & hook it to the test port on the fuel rail. Use the chart at the bottom of this diagram, but ignore the top - your fuel pump is totally different.



Second, make sure the inertia switch button is pressed down - it's most likely just to the R of the trans hump under the dash, but it might be in front of the brake pedal.



Third, change the fuel filter.
