All they do is alter the IAT (intake ait temperature) sensor reading to make the EFI run rich when you're operating in warm cruise. This means that you'll have more emissions, worse fuel economy and a couple of HP increase at part throttle. It will add little or no HP at wide open throttle which is where you would want to add.
Spend your money on a pair of fuzzy dice. They'll add every bit as much performance and you'll have something to show for it.

This almost sunds like the manufacturers decals for ricers.
But seriously, any "performance mod" from ebay is a joke. I had a friedn with a 04GT that bought one of these chips and it didn't do jack to his car (even done a dyno test before and after). Best thing to do is stick with a reputable company and pay the price..
The answer to that question depends on what powertrain you have, what you're looking for in the way of performance, how deep your pockets are and the regulatory enviroment under which you must license and operate. In general, no simple bolt-on is going to give you a noticable gain in performance; most give no gain at all.
