Fuel Pressure Regulator

89 F150 4x4 5.8 ltr:
Can any one tell me if it is possible for the Fuel Pressure Regulator to restrict/stop fuel flow down the return line?
The fuel draws from the tank, passes the filter,gets to the rail,but does not return to the tank, I removed the return line at the cross over and its dry.

Possible, but what exactly is your problem? If that was the problem, the fuel pressure would be very high.

Yes, if the fuel pressure never get higher than 45 PSI (engine not running) from the pumps then the FPR will not lift off its seat and there will be no return fuel to the tanks.
