I have a 92 F-150 that has developed a blue smoke problem, only upon taking off then it stops. I have changed the oil and I am sure it is due a tune-up. Is there a chemical additive solution for this problem?
Such as "Slick 50".

When you say at takeoff, do you mean from a stoplight, or do you mean first thing when you start it up?
If it smokes leaving a stoplight I'd agree it's replace/rebuild time. A thicker oil or Restore or whatever might maybe help, but the only real solution is to fix the mechanical issue.

You should do a dry compression test, and follow it up with a wet compression test, to confirm the source of the problem. It does sound like the rings, or excessive cylinder wear, but doing a compression test is free, so I'd do that before spending any money.
It only smokes when you first crank it up, and its just a puff. After changing the oil, it helped the problem. The truck sat still for about 8 months without ever being cranked. I took it from my brother in law because he never changed oil or checked anything on it. Luckily he got bored with it before he killed it.
The motor is very responsive. The only problem with it is about a 2 second delay on the throttle. But I have only noticed this while in Park.
Any ideas?

Tune it up, but you should still do a dry and wet compression test.
If it smokes a puff only when started in the morning, it may be bad valve guides rather than rings. A wet/dry comp test will tell you for sure.
