Rust on 95' F150

I recently picked up a '95 F150 Eddie Bauer edition 5.8L. It is beginning to rust on the rear pass. quarter over the wheel well. My friend told me that this is a common problem 'cause the inner wheel housing traps all kinds of crap and the panels rust out from the inside out. I'm wondering if there is anything I can do about this. I'm thinking of getting it repainted and blasted and then coating the inside of the wheel well and the inner wheel housing with POR-15. I've never used the stuff before, but I've heard good things about it. I'm also wondering if I can paint over the POR-15. Any suggestions or other methods of fixing this problem to keep it at bay as long as possible?

Thanks

Cut it out and replace it with new metal.

www.blueovaltruckparts.com has them for pre-86 models, but the sales rep i talked to on the phone said that it wouldn't be long before they moved up to the 86-96 models.
LMC truck also has the metal pressed as you will need, but they are about twice as sepensive as BOTP, however they have it now, as opposed to whenever BOTP gets them.

The rust is coming from the inside. Once you start cutting and sandblasting you will find that the entire panel is pretty much rusted away and paper thin. Any local parts/collision repair place can get you repair panels that you cut out and weld in. I use por-15 a lot and it works awesome. Eastwood also has a cheaper version called rust encapsulator that looks to be the same stuff but it is a little thinner and runnier. Both can be painted over.

if it is a dark color you can get by with some roll on bedliner and bondo.
