I have a 94 F-150 and have wierd problem with my wipers. They will not park when you shut them off, they just stop. They delay does not work at all. The wiperes run at slow speed, but they do not delay. When you use the washer, you can not shut them off at all until you shut the vehicle off.

Any ideas? Is there some kind of relay that controls the delay and the parking of the wipers?

The problem is most likely in the motor itself, there is a park switch in the motor and the contacts wear out. I have taken the motors apart and cleaned teh contacts and bent them in a little but your best bet is to replace it.
