My 95 Powerstroke sounds like its leaking air when it's cold and goes away when it's warmed up. It also doesn't drive very well when this is happening. I was told that it has something to do with a dump valve associated with the turbo or that it may be a sensor/sending unit that controls the dump valve. I was also lead to belive that this is a common problem. I would appreciate any insight on how to confirm and then fix the problem.

Your problem is the Exhaust backpressure valve. It is designed to make the engine warm up faster. Most people usually just take it out of there. I havent taken mine out yet because it still works, but they say you cant even notice a difference in the warm up time when it is removed. You could probably just unplug the electrical connector going to it and make it stop working.
Its right after the turbo. In fact it almost looks like part of the turbo. Kind-of a pain to get to. If I remember right the electrical connection is just a little to the drivers side of the turbo.
