It means that the TCS (4x4 transmission control switch) didn't cycle during the KOER test. If there was a problem during everyday driving, you would get a code 691. Still, a 632 code means there is a problem when the ECM tries to test it, so it should be looked at. Check the wiring to the switch, and if it appears okay, check to see whether or not it actually cycles during the KOER test. This can be done by listening to it. If it fails to cycle, replace the switch.
