Typically long as you stay under 220* intake duration you should be able to pass the sniffer. Just b/c it isn't CARB legal doesn't mean it can't pass.

If I decide to run a roller 302 until I get my 408 together I am going to run a 214/220 .510/.530 114lsa.

If you keep total lift around .500" or so with the 1.7:1 rockers you shouldn't run into P to V problems. Just measure to be safe.

You don't need taller valve covers. Just cut the oil baffle and PCV out of them and all should be well. The '93-95 Cobra's has stock valve cover heights and 1.7:1 rockers...

I recommend a custom chip after the cam swap, you don't need it by any means with the smaller intake duration cams like 204/210 but it will max out any power you can be making...

I just checked the Crane Cams website and neither 2020 camshafts are 50 state street legal So what I'll probably end up doing is just staying with the 2021 and adding some 1.7 ratio roller rockers if I stick with a 302, or just using the Edelbrock 5.8L camshaft if I do decide to swap in a 351.

BTW, on the 1.7 ratio rockers, I don't think you'll have piston clearance issues, but you may need taller valve covers. I think forcefd had some 1.7 rockers and said that they fit without too much trouble if I recall correctly.
