Torque converter & gas mileage

I have a 94 150 with A4OD transmission. I believe that I may be experiencing toque converter shutter. Could this cause poor gas mileage? The truck seems to shutter while trying to maintain a constant speed. The shutter seems to disappear when I slow down or accelerate but is quite noticible when attempting to maintain a constant speed. Also, it shifts into overdrive when at low speeds. I have changed the fluid but have never done a complete flush. Any ideas?

I've heard some good things about the Transgo shift kits. How do you like it?
