Problem with fan clutch?

I have noticed that my fan is always engaged no matter what temperature it is outside when ever the engine is running, but when not running, I am able to turn it with no problem (so it is not locked up). My truck takes quite a while to warm up in winter. I was wondering if the the clutch should be disengaging the fan when the truck is cold. Should I replace the clutch?
Thank you,

Yes, the fan should not be engaging when the engine is cold--it should be freewheeling. Bad fan clutch can also cause power loss & poor fuelmilage.

How do you know it's "engaged"? Even if the clutch is working perfectly, the fan will still be turning due to internal drag. It will not turn at full engine speed or against a load. By virtue of the fact that it turns freely when the engine is off, i suspect it is OK.

You can hear the diffrence in the fan when it is engaged, the fan will pull harder and make more noise. I would kill for an eletric fan!
