Some illegal immigrants could get California drivers licenses under a bill that Gov. Jerry Brown announced he signed into law late Sunday.
AB2189 by Assemblyman Gil Cedillo, D-Los Angeles, will let the Department of Motor Vehicles issue licenses to illegal immigrants eligible for work permits under a new Obama administration policy. The bill requires the department to accept as proof of legal residence whatever document the federal government provides to participants in its deferred action program.
Cedillo said his bill will make roads safer while letting young immigrants drive to school and to work. His reasoning drew support from several Republican lawmakers, while other Republicans argued the state should leave immigration issues to the federal government.
"It is a victory for those who were brought here through no choice of their own, played by the rules, and are only asking to be included in and contribute to American society," Cedillo said in a statement.
He said California is the first state to grant drivers' licenses to the group singled out under the Obama administration's policy. Cedillo praised Brown for choosing "public safety over politics" by signing the bill.
"President Obama has recognized the unique status of these students, and making them eligible to apply for driver's licenses is an obvious next step," Brown spokesman Gil Duran said.
Meanwhile, Brown vetoed AB1081, which could have protected illegal immigrants from deportation if they committed minor infractions. The bill has been dubbed "anti-Arizona" legislation, a reference to that state's immigrant identification law.
The so-called Trust Act would have let California opt out of some parts of a federal program that requires local law enforcement officers to check the fingerprints of people they arrest against a federal immigration database and hold those who are in the country illegally.
It would have barred local law enforcement officers from detaining suspects for possible deportation unless they are charged with serious or violent felonies.
Brown backed comprehensive federal immigration reform, and said in a veto message that federal agents "shouldn't try to coerce local law enforcement officials into detaining people who've been picked up for minor offenses and pose no reasonable threat to their community."
However, he said the list of serious or violent felonies in the bill is "fatally flawed because it omits many serious crimes." He said those include child abuse, drug trafficking, and weapons violations, among others. He promised to work with lawmakers to fix the bill's wording.
California law enforcement officials have turned over about 80,000 illegal immigrants for deportation since 2009, though fewer than half had committed a serious or violent felony. The majority of those deported by the federal government under the Secure Communities program have come from California.
Supporters say the program targets otherwise law-abiding immigrants who commit minor traffic infractions, sell food without a permit or are arrested on misdemeanors charges but never convicted. Assemblyman Tom Ammiano, D-San Francisco, said the program wastes local resources and causes mistrust between immigrants and law enforcement agencies.
Several Republican legislators objected that Ammiano's bill would have removed a valuable tool for ridding California of lawbreakers.

Say what you will about Brown, but the three or four bills that he VETOED were far more important than the driver license one he signed (they are going to drive anyways).
Besides the vetoed 'Trust Act' mentioned in the article, Brown also vetoed bills that would have:
a) Made it mandatory that housekeepers and domestic help get paid breaks, as well as overtime
b) Allowed farmworkers to invidually sue their employers if shade was not always available and if the employer was not providing at least 1 quart of water per hour. Farmers would also be subject to jail time and fines if they were found in violation.
These bills were passed by the legislature.
In no way am I advocating mistreatment of farm labor, but there are plenty of safety rules in place already. This new bill was just going to open the flood gates for nuisance lawsuits and shakedowns.
Can you imagine the chaos that would have resulted if every disgruntled individual farmworker could file a suit against the farmer? The lawyers would be camping out in the fields and the nuisance lawsuits would be flying. Food prices would go up dramatically and a lot of good farmers who treat their workers well would be sued by illegals looking for a payday.
Needless to say, many 'immigrants' are very unhappy with Brown today. FWIW, none of the articles I read ever use the phrase 'illegal immigrants'. Just immigrants.
Brown also went against union workers with several other vetoes. Any sweetheart deal that the legisltaure passed for a union or wannabe union got vetoed if Brown thought it was going to cost more money.
IMO, Brown can be a whack-job, but at least he is a principled whack-job, lol.

That's because the articles are slanted hard left. Legal immigrants have always been able to obtain a driver's license and don't need any special law allowing it. It is a requirement in the US Constitution that all laws apply to everyone, with certain exceptions national origin not being one of those exceptions. Illegals haven't been allowed to get a drivers license.
Until this year, it has been possible for illegals to obtain a driver's license in Georgia. Now to apply/renew, you must bring a certified copy or original birth certificate, SS card (unlaminated), 2 proofs of residency (bill/bank statement in your name) http://www.dds.ga.gov/secureid/accepteddocs.aspx
This law was passed with the main goals of preventing illegals from obtaining driver's licenses, being able to vote and stealing state services. Until this year it was possible for illegals to obtain a DL.
It should be enforced on a national scale, but won't because most illegals vote demoncratic.

Might as well print a pamphlet that says "Want to make some money? Call the State and we will help you sue your employer."

Looking at that list of required documents for a non-citizen, the non-citizen might want to be very careful about getting a license. If a person from a visa waiver country obtains a driver's license they will be denied entry. The same goes for someone with a B visa. It might just be a website issue, but the statuses required in the last lines are NOT immigration statuses, they are non-immigrants. Generally speaking if a non-immigrant comes through Customs/Immigration with anything that shows lasting ties to this country they are much more likely to be returned to their homes and denied entry. Some exceptions can be made for those on extended assignments like those with A visas.
