Actually, you are. 23K is a large sum of money. Having volunteered in campaigns in the past, I can assure you that you can print many signs/bumper stickers and pay for other advertisements with that much money.

I'm not going to discuss the actual case, since all we have are the writings of reporters, who are notoriously bad at actually investigating and reporting issues. I will say that it is odd for the DOJ to get involved with a Lacey Act importation violation, much less be the primary agency involved. Unless the company is being targeted from another source, they don't really have the ability, expertise, or tools to conduct the investigation properly. If they are interested in that type of case, it is normally handed over to DHS, where two organizations called Customs and Border Protection and Immigration and Customs Enforcement conduct the investigation while the DOJ sticks around to assist. Those two components of DHS are set up specifically to investigate and prosecute any violations involving customs and immigration. Lacey Act is definitely a customs law and is one of the main laws DHS still enforces.
Just let Gibson make their instruments--getting big hands (government policy) involved in companies business policies (businesses of this nature) reeks of trying too hard.
