4X4 Speeds
The low range gear ratio does not change the speedometer. Even 23 in 4 low would probably break something.
You'd be lucky if you could hit 25 in 4LO since chances are it won't leave first gear. Also, at that speed you would be bumping off the rev limiter on your engine.
As for 4HI you're not supposed to switch in or out above 55MPH. Once you're locked in though you can go as fast as you want, the tcase will hold up.
Remember, the Transfer Case is always turning whether you're locked in 2WD, 4HI, or 4LO. When you switch to 4HI or 4LO it just engages the rest of the gears to turn the front drive shaft/axle and locks the front hubs.

The fastest I have ever been in 4Lo is 62mph. I just wanted to see how fast the truck would go. There are no speed limiting factors except ones abilities to drive.
No. The BW 4406 is a part time transfer case. Unless you have the AWD version it is either in 4x4 or in 4x2. The gears shift and lock in place and they stay engaged unless you shift out of 4x4.

Snow is fine, screw going 70 on ice! You all are sounding crazy, lol!
Also, yeah, first gear in 4lo is slow, but you can just throw it in D and make some pretty good speeds if you wanted. In winter, though, 4hi will be fine, except on ice, then you really don't want to be making that kind of speed anyway.
