Take off the ball and use a CB whip antena. Put a couple of tennis ***** on it so it doesn't bang on your tail gate.

I dont know anything about ORV flags since pretty much all land in Texas is private but here is how I mounted my USA flag for Wheelers for the Wounded last month. I doubt the flag is this big. Plus I doubt you want to drill holes for just a flag mount.

ok, I fabbed a piece of 1.5" angle iron. Took off my right front tow hook. Algin the angle with the holes of the tow hook, drilled to match. notched the piece so that when mounted to the frame it will make the flag slightly angled forward. that way when driving the wind will not force the the flag back. then drilled a hole larger than the flag stud and welded the nut to the bottom of the angle iron. when I head for the dunes screw in the flag hand tight and bam Mr. DNR is happy

Flat steel 1/4 inch thick by 1 inch wide by 6 inches long and a muffler clamp. Drill a hole at one end for the flag and two at the other end for the muffler clamp. The muffler clamp goes around the tow hook and into the two holes and gets bolted tight. The flag at the other end. Most shops at Silver Lake sell them.
