I just talked to a forman of the road crew of a new road a few miles away, and he said just to stay out of his way when he is workin.

Actually, in Maryland, yes you can. As long as you do NO damage to my lawn or disturb the peace in any way, knock yourself out. But once The property owner or police tell you to leave, you must leave. I my pay you a visit later, but the law wouldn't.
