shock tower nuts

cant get these loose. the bolts are turning too. any advice?

Can you be a little more specific? What year? Are you saying the stud is spinning too when you turn the nut? Are you trying to loosen while suspension is loaded or un-loaded?

2005 F150 4x4. These are the 3 nuts that hold the strut in place at the top. Suspension was unloaded at the time. Ended up cutting them off.
