That's a spool. It will lock both wheels together at all times no matter what. This means that turning and pulling into parking spaces will result in a lot of tire bark, wear and hopping. Not really something you'd want on the street.

I have a spool in the rear of my explorer, its offroad only though. I have to do a 2-3 point turn to get out of my drive way in order to load it on the trailer. I really like it off road but again I don't drive my explorer on the street.
