Low speed "woop woop" sound

Low speed "woop woop" sound

I am getting a woop woop sound at lower speeds, I hear it better with the windows closed!? It either goes away or gets too quiet to hear when when I brake. I had my front brakes done and since then we switched rotors to the opposite side but the soud remains. I have my front right axle seal sweating but does not drip. Anyone have any thoughts as to the cause? THANKS!!

Tire? Driveshaft? Rearend? Rotor? Balljoint?
Isolate the sound better.... Right/Left, Front/rear..

I think it comes from the front right, but my wife thinks front left!! Maybe the centre front...... Not the rear... Any tips to better isolating this since I only hear it while driving? Could this be a wheel bearing problem?? Thanks again!!
