Question What is this Bracket for?

I know it's a stupid question, but it's been bugging me.

This is the passenger side shock mount on the rear axle of my 03 S-Crew... What is the extra bracketry that is integrated with the shock mount?

The lower shock bracket allows for 2 shock orientations; standard and staggered.

Ford has used the staggered shock setup on their highest performance vehicles for around half a century.
