confused about lockouts

I have a 99 f250 4x4 with manual locking hubs. I am never sure if they are locked or unlocked unless I put it in 4 wheel drive. Is there a way to tell? Turning clockwise or counterclockwise?

It should say on the hub but if it doesn't i believe turning the dial straight up and down would be locked and level with the truck would be unlocked if that makes sense at least on myn thats how it is.

You should be able to feel a slight click when you lock them. When you unlock you won't feel it.
My experience is counterclockwise-unlock
clockwise-lock

dont know if its the same for yours though.

Lefty loosey (unlocked) righty tighty (locked). In other words, clockwise for lock. Counterclockwise for unlocked. Another way to check is to see if you can spin the U-Joint at each wheel by hand. If you can, then they are unlocked. If you can't then they are locked. The wheels must be straight for you to do this.
