Bed Rust

My 89 F150 has some rust holes in the bottom of the bed. What (besides replacing the bed) can be done to fix these?

Holes as in through the metal?

Cut the piece out around the rusting hole, shape a piece of metal to look like piece cut out, weld in new piece, grind down welds to be flush with metal, repaint bed.

The only 2 ways I know of are replace the bad spots with new sheet metal or replace the whole bed
