I have a 97 f150 larit, the tailgate just quit opening for me and now I have to pull on with I think is the guide rails to get it open. Does anyone know how much this might cost to get fixed or how easy it is to fix by myself?

with the tailgate in the down position, remove the visible screws on the tailgate surface to remove the access panel. See what is wrong first. You may just have to lubricate the moving parts. I had to do this on my last truck.
