Rust on rockers

Rust on rockers

I have a 2002 F150 that is starting to rust on the drivers side bed rocker. There are two smaller (size of a quarter) bubbles and one just popped open.

I'm curious what products are good these days? I know about POR-15, but here is what I had planned to do: Sand the spots down, cover them with something that would keep it from spreading and hopefully STOP it, fill with light bondo if needed, prime and then paint. It's on a nice break on the body line, so I should only have to paint a very small area and it will look 95%.

So, can you bondo/prime/paint over POR-15? Is it best to grind it down to the metal and THEN cover with POR-15, or just scrape the scales off and cover with POR-15? If I do the later, I worry that the finish won't be very smooth.
