LOL! This problem is easy. I cant be TOO specific but here it goes. Inspect the bottom of the arm for anything like a lever or tiny switch. If they have any of the such use your finger or a tool to move this lever/switch over to one side. Its basically a little latch to keep the arms on. The painting is easy. Sand them by hand, use a primer, then use a black spray paint. I would recommend somthing glossy, and weather/ UV resistant.

You may want to first use a paint adhesion product like Bulldog as the first coat. It should prevent future flaking.

My bad, I forgot to add one thing. Raise the windshield wiper arm up BEFORE moving the lactch/switch, and try to remember or mark the position of the arm before removal.

i looked at them today and didnt notice a clip or anything. there was a cap on the corner i poped off the cap and there was a nut sitting there i guessed helded the wiper arm on to the piece that runs down to the motor, took the nut off and tired to pull the arm off, no gain.

Now I'm not even going to attempt to try and explain how to remove the wiper arms. But I can tell you that I repainted mine this spring and I used a paint from the Eastwood Company called Underhood Black. My wiper arms came out looking just like OE. This black has just the right amount of gloss. People thought I went out and got new ones when all I did was repaint them. You can check it out at this link:

Hope this helps.
