Hitch Lock Problem

After a long winter in MA, I found out that my hitch lock will not come off. I've tried WD-40 and graphite, but no luck. Any ideas or will I just have to get someone to cut it off?

I've had that problem annually with the cheap ones. The only one I've found that hold up is the Master lock stainless steel ones. The one I have now was bought right after I got the truck in December of '00. Still going strong.

I've got the one at the bottom.... stainless steel.

To get the old ones off, die grinder or really really good sawzall blade.
