Post Retractable tie-downs

I want to install some retractable tie-downs like these...

My question is about the black plastic rail protector. Does any one know how to cut the rail protector so that the tie-downs will fit and and the installation will look good. What do you use to cut the plastic?

I have been interested in these also. According to the above picture, it looks like it would be hard to install if you have a bed liner. ANyone done this?

Somebody's done this before. I remember the thread--it must be a couple months old now. Major complaints about fit, as I recall. Also, I definitely remember the plastic bezel got brittle in the sun and cracked under stress. Whoever made the complaint couldn't find replacement parts.
