Question Lack of tie downs

I have a '99 Flareside, bought used in September. The only tie-downs are four cleats in the lower corners of the bed. The rails have the ABS covers (I haven't investigated under them yet) with no apparent stake holes. Does anybody have any suggestions on what to do for some tie-downs located high in the bed or on the rails.

I got a Hi-Lift product that is mounted to the face of the bed rail ( my cap is mounted on the top ).

I got it from Cabells in 2001, but I am sure you can get it from other places if you look.

It allows for 2 rings that are hooked into a track to be moved along and locked in at 6" intervals along the rail for load straps.

It is a smaller version of what some types of cargo trucks / trailers have ( not the slotted rail type ).

it is drilled through the face and bolted on under the bed rail lip.

I had to cut mine down from short bed to SCrew bed length, but Cabellas had them for short bed and long beds.

If you want a picture, let me know.
