should lights be dimming at 13.2V-13.9V at the battery ? that's my voltage and lights dim at that voltage the lowest ive see it go down is 12.3V

Well, the sudden difference in voltage between 13.2 and 13.9 is visible in Halogens. You can normally see about .35 - .5v at the minimum.
