I found the light bar!!
For anyone interested, I found a source for a light bar at Carparts.com. I ordered a Mondial A230-14 which is supposed to fit a '98 Navigator. It came today, and a quick fit test shows this will work fine.
It's not really meant to be a light bar; some bracket fabrication is necessary to mount lights, but this certainly will not be brain-surgery. The Mondial is meant to be a roof-rack, and consequently, they come in pairs. I don't need the second one--I'll sell it for $60 and shipping, but I can't send it til August 12th. If anyone's interested, please email me.
