For non-sync radios, im pretty sure the phone button will just mute the radio (like you would if you want to talk on the phone). On the sync radios with bluetooth, you press the phone button, then say your command like "Call dad" etc etc.

I have the sync nav radio in my 10 F150 and the steering wheel button only works in some instances. For example if I place a call and the call goes to voice mail the button will not hang up the phone, neither will the end button on the screen. I have to grab my phone and end the call. I am going in to the dealership to talk with someone much more intelligent about the system than I but everything else seems to be intuative and easy to figure. The book doesn't address it either.
