I passes Emissions here in CT.
They check for Cats, Purge fuel cap, and CO/HC/NOX
I have LT headers, Mass Air, Heads and E303 Cam, along with a everything else and my Cats and Airpump are still hooked up.
I actually ran through cleaner now than when the truck was new. CT is now switching to a new Program where the Inspection facilities are replaced by Service stations that will be certified to do the emission inspections.

In CA they would probably bounce you on the visual part of the test. They would look for an EO# on the filter setup. They would never figure out that there was a pulley, but the test equipment might show up the chip.
The bottom line is, the whole setup would probably still pass the dyno test with everything left on it.
