Tennessee is a nice place to own a Lightning. Registration is only $55 per year. Insurance is cheap. Gas is relatively inexpensive. You can get 93 octane. I have never received a speeding ticket in my Lightning. Cops around here rarely use laser. If they do get you you can most likely outrun them. Because of state budget problems the state police force has been cut. Lots of place to $treet race(oops, did I say that?). Lots of hick 1/8th mile tracks where they don't care about the NHRA rules. Oh, back to the weather...lots of good weather not much if any snow, some rain in the summer.
How about New Orleans. It NEVER snows here. The rain isnt bad, unless a hurricane hits, which is rare. We have an awesome new 1/4 mile track www.noproblemraceway.com its open 360 days a year We have a beautiful lake where everyone hangs out on the weekend with there vehicles. Uhh lets see... the best partying city in the world, and well Mardi Gras.
What more could you ask for.

Probably Arkansas....I mean h3ll, you can waste a camaro, get a load of hay to the farm at 120mph, head over to meet the boys for some "cow tippin", and still be on time to scoop up your sister for your date.....theres no end for the uses for L's in that state...
J/K......well....kind of.....

Hawaii,
Tracks opened year round, no snow. No emission laws, cut those cats out if you want. Only thing that sucks is gas prices, can't drive to far anyway and all the tunners are 1/4 of the globe away.

i dunno...is there one state that meets ALL these requirements:
1) good weather. not too hot and humid, no snow in winter, clear skies...
2) inexpensive and quality gas.
3) no heavy emissions laws
4) wide open roads, smooth and well-paved...like parts of minnesota and florida...
