If you dont account for the ratio change, then your numbers will be inflated. I assume the 22" wheels were compensated for, what skip is reffering to is the fact that thosewheels are heavier. When you reduce the static weight of a mass, the weight savings turned to engergy become more prominent the faster you spin it.
