Loosing Boost at 4500 RPM??????
Any chance your belt is slipping from the start some, then getting worse and just letting go? Reason I ask is I have seen that happen in my friends supercharged Mustangs.
Still fairly new to Lightnings myself, but figure it's worth taking a look into. Just look at the belt for unusual wear marks.

Tried 2 chips and the stock program - no difference
unpluged boost bypass - no difference
and no belt slippage
The truck launches great and runs good to about 4500 rpm in each gear then it dumps the boost from 13#s to 0#s

yep - it still does it
did the same thing on I did my Lightning but didntwork on this. I tried unhooking and plugging the lines off the acuator that operates the bypass valve and still no difference starting to wonder if this truck has anouther dump valve somewhere
