What should be my next "performance" mod?
This is what I have in my 01
JDM single J39 program ( California 91 octane)
line mod valve
boost by pass
breather cap
cold air
line mod valve w/ 4x4 tranny pan
4# lower pul.
NGK tr6's
silver bullet (on order)
E-FAN w Cobra R water pump (on order)
What should be my next performace mod?
I don't want to increase the boost because it is my daily driver and I am limited to crappy 91 octane gas. In my mind the only thing that is left as far as performance mods is the single blade TB and long tubes with high flow cats, which are still not CARB approved in CA. What do you think? Any suggestions?

Don't know if your into drag racing it at all?
You might consider some traction bars to help put the torque to use a little better? I've not done this on a lightning yet, but on other "cars" that produce a lot of low end torque, it can make a significant differance.

Is teh polishing and porting of the upper plenum worth the $500 bones? I don't think i can safely run more than a 50 shot of NOS with my mods correct? Plus I would have to get a dual program chip in order to have one side burnt for when I am spraying right?
